International Traffic in Arms Regulation (ITAR)

The U.S. Department of State's Directorate of Defense Trade Controls (DDTC) administers the International Traffic and Arms Regulations (ITAR), which govern the export of articles, services, and related technical data that are inherently military in nature.

The U.S. Munitions List (USML) lists these items and is categorized as:

  • Category I: Firearms and Related Articles
  • Category II: Guns and Armament
  • Category III: Ammunition and Ordnance
  • Category IV: Launch Vehicles, Guided Missiles, Ballistic Missiles, Rockets, Torpedoes, Bombs and Mines
  • Category V: Explosives and Energetic Materials, Propellants, Incendiary Agents and Their Constituents
  • Category VI: Surface Vessels of War and Special Naval Equipment
  • Category VII: Ground Vehicles
  • Category VIII: Aircraft and Related Articles
  • Category IX: Military Training Equipment and Training
  • Category X: Protective Personnel Equipment
  • Category XI: Military Electronics
